The mandate of the college is to impart training to (Teaching and Non-Teaching Staff) of special education which includes:

- Heads of Institutions
- Special Education Teachers
- Psychologists
- Instructor Physical Education
- Computer Instructors
- Speech Therapists
- Ministerial Staff and Other Professionals
- Preparation of Training Strategy
- Promotion of Learning and Training Culture within the Staff of Special Education
- Training Needs Assessment and Preparation of Training Modules in Coordination with the Stakeholders
- Collaboration with National and International Training Institutions and Organizations
- Development of Training Linkages with other Training Institutes
- Conducting of Orientation Courses, Demand Based Trainings, Promotion Linked Trainings, Long Courses, Short Courses, Workshops, and Distance Learning Courses
